Born in Boston Massachusetts on October 31, 1945, Peter Smith has an E.d.D. in education, administrative planning and social policy from Harvard University (1984), a M.A., teaching, Harvard University (1970), and a B.A., Princeton University (1968).

As the founding president of California State University, Monterey Bay (1994-2005), Peter Smith was also the Dean of the Graduate School of Education and Human Development at George Washington University (1991-1994), a member of the U.S. House of Representatives of Vermont (1989-1991), Lieutenant Governor of the State of Vermont (1983-1987), a Vermont State Senator (1981-1983), and the founding president of Community College of Vermont (1970-1978).
